Olivier Coutard, Valérie November

Olivier Coutard, civil engineer (ENPC 1988) and PhD in economics and social sciences (ENPC 1994), is a full-time researcher with the French National Centre for Scientific Research (CNRS). Coutard is researching the governance of urban infrastructure services, reforms in those sectors and their social, spatial and environmental implications. More specifically, his current research addresses: urban energy and “energy transition” policies in Europe; and sociotechnical transformations in urban services, esp. the critique of large networked systems, the development of alternative technologies, and the politics of the “post-networked city”.|Valerie November, Ph.D. (University of Geneva, Switzerland), is full-time senior researcher at the French National Centre for Scientific Research (CNRS) and currently Director of LATTS (www.latts.fr). She was Swiss National Science Foundation Professor at Ecole Polytechnique Federale of Lausanne (EPFL). Her research focuses on risk and crisis management with a double approach of human geography and sociology of science and technology.
